Ethiopia: Semayawai(Blue) Party members are being arrested ahead of Sunday’s (April 27, 2014) Protest Rally

Today April 25th and over the last few days, the TPLF lead government has arrested over 30 Semayawi ( Blue) Party members ahead of a protest rally organized by the Party, scheduled to take place on Sunday, April 27, 2014. The police arrested several of the Party’s leadership team and several dozen members. As of today, the Vice-Chairperson, several executive committee members and at least 30 other members have been arrested and being held at several police stations in Addis Ababa. Semayawi Party Chairperson, Eng. Yilkal Getnet was also detained but has been released soon after he was taken to the Police station.
We will update as we learn more about this spiteful action against peaceful and legal political opposition members.

Ethnic Politics and the Addis Ababa Master Plan

The new Master plan for Addis Ababa
Ethiopian students of our generation are known for being politically very active. We grew up chanting “Land to the Tiller, Merete LeArashu”. Many died for that cause and it seems this generation of Ethiopians known fighting among ethnic lines in colleges and universities came up with their slogan of keeping lands that “belong” to them to remain with them. They exchanged Land to the Tiller for “Land to My Tribe!”
The Ambo University students on April 25, 2014 were heard chanting slogans, “Burayu is not for sale”, “Sululta is not for sale”, “Legetafo is not for sale”. “Oromia for Oromos”. They also cry Finfine/Addis Ababa is Oromia.
They claim that the new Master plan for Addis Ababa is going to be built by taking huge land from the surrounding Oromia. They said similar encroachment is underway in Diredawa, Melka Jeldu, Ambo, Bishoftu and other Oromia areas.
Their fear is Oromia surface area is shrinking on its way denying them to build viable Oromo Republic. If the protest was in support of the farmers in the surrounding area why have we not seen such protest organized by students when foreign land buyers took huge amount of land by dislocating farmers. This protest was not about the farmers.
As one person truly put it on the discussion on the master plan it is about Identity. Oromo Land is only for Oromo. The students at Ambo University could have brought other students if their demand was about the farmers. Who said that all the farmers surrounding Addis Ababa are only Oromo? How comes we did not hear this voice when Amhara farmers were kicked out recently from Ambo area?
For Ambo University protesters Addis Ababa is Finfine but they know very well that the residents of Addis Ababa are comprising Ethiopians from all ethnic groups. Was a referendum on the name?
Addis Ababa is a city that has grown from 137.63 square km in 1991 to 527.06 square km in 2014 according the data released covering the protest. The population of Metro Addis Ababa is estimated 4.5 million according to recent census. Addis Ababa will not build fence to stop the flow of people who are coming to start life there. The Addis Ababa I was born and grew up has expanded in all directions without any plan in the last two decades.
The Addis Master Plan is a plan modeled after Chinese development plan to accommodate the expansion of the city whose population has quadrupled in the last two decades. The “Development Government” can do whatever it wants. Public input is zero. It is given from top down and has to be implemented whether any one likes it or not.
The students protest should challenge the planning process executed without consulting the people. If the protest is about “identity” or keeping once Kilil from “foreigners” it is not going to get huge support. Oromo Kilil like the rest of Kilils was not designed by consulting people. It was a political “map” of divide and rule.
Kilil Identity is a time bomb and it is up to all of us diffusing this bomb. The interest of Ethiopia and Ethiopians should come first before Kilil Identity and interest. We need to build a “Renaissance Generation” on the foot step of “Land to the Tiller” patriotic Ethiopian generation of our student day, The Golden Generation!

ነገ የራሳችሁንና የቀሪ ኢትዮጵያውያንን ድምጽ ለማሰማት ወደ ሰልፉ የምታቀኑ ኢትዮጵያውያን ሁሉ ባዶ ጀሪካን፣ ባዶ ስልክና ሻማ ይዛችሁ እንድትመጡ ጥሪ እናስተላልፋለን፡፡
ከዚህም በተጨማሪ ከትግላችን ሰላማዊነት ጋር የማይቃረኑ፣ ከኢትዮጵያዊ ባህልና ወጋችን ያላፈነገጡ መልዕክቶችን ለማስተላለፍ የሚያገልግሉና መብትን ለማስመለስ ምልክቶች የሆኑ ነገሮችን ሁሉ ይዛችሁ በሰፍልፉ መገኘት የምትችሉ መሆኑን እናሳውቃለን፡፡

ሰማያዊ ፓርቲ ‹‹የተነጠቁ መብቶቻችን እናስመልሳለን›› በሚል ሚያዝያ 19 ሰላማዊ ሰልፍ መጥራቱ ይታወቃል፡፡ በዚህ ሰላማዊ ሰልፍ ወቅት ከምናነሳቸው ጉዳዮች አንዱና ዋነኛው ሀሳብን በነጻነት የመግለጽ መብት ነው፡፡ ከዚህም በተጨማሪ ሰልፉ ገዥው ፓርቲን ላይ የሠላ ትችት ስለሰነዘሩና ለህዝባቸው መረጃ ስለሰጡ ብቻ የሚደርስባቸውን ህገ ወጥ እርምጃ ያወግዛል፡፡

Six Members of Blogging Collective Arrested in Ethiopia

On April 25, six members of the Zone Nine blogging collective [am] were arrested in Ethiopia.
On April 25, six members of the Zone Nine blogging collective [am] were arrested in Ethiopia. Allies report that they are now being held at Maekelawi, a detention center in Addis Ababa, the nation’s capital.
News of the arrests first broke on Twitter, where fellow bloggers and social media users voiced support for those arrested and expressed their own fears about what may be to come.

Six members of Zone Nine, group of bloggers and activists are arrested today late in the afternoon at 5:20 pm by Ethiopian security forces.Zone 9 bloggers are arrested in Ethiopia Team members Befeqadu Hailu, Atnaf Berahane, Mahlet Fantahun, Zelalem Kiberet, Natnael Feleke and Abel Wabela are all under custody on arrest warrant.
The arrest comes immediately after the bloggers and activists notified their return to their usual activism on April 23, 2014 after their inactivity for the past seven months. On their return note the group has indicated that they have sustained a considerable amount of surveillance and harassment. They have indicated that one of their reasons for their disappearance from activism is the harassment they have been receiving from government security agents.
We believe members and friends of Zone Nine have nothing to do with illegal activities and we request the government to release them immediately.

Reeyot Alemu is a budding Ethiopian poet, essayist, and journalist. There are not many Ethiopians of her caliber inside the country. She has been languishing in the famous Ethiopian Prison in Qalliti for almost three years. She was charged of terrorism, a crime she totally abhors. She was sentenced first for eighteen years but later reduced to three.Reeyot Alemu is a budding Ethiopian poet, essayist, and journalist.
With the exception of her mother and father, she is not allowed to communicate with anyone, including her sisters, brothers as well as her fiancée.
Reeyot, although constantly in agonizing pain and in need of help, is held in solitary confinement with a very old and sickly foreign woman who herself requires assistance.
Reeyot is suffering from some growth in her breasts. The prison authorities have been reluctant to take her to hospital for medical checkup, even when her parents were prepared to pay the bill. When she became seriously ill she was allowed to see a doctor as a result of which she was taken to the hospital and operated upon. But no sooner had the surgeon finished the operation than she was immediately taken back to prison even before she had fully recovered from the Anastasia.
She now suffers from a relapse on the operated breast and similar growth in her other breast. The prison authorities still demonstrate their reluctance to provide medical treatment even at the expense of her parents.
May God provide the necessary courage to all those institutions and organizations to cry out effectively for this young lady who is suffering at the hands of insensitive prison administration.

የአዲስ አበባ ፖሊሶች የሰማያዊ ፓርቲ አመራሮችንና ደጋፊዎችን ለማስፈራራት ሙከራ እያደረጉ ነው


ሚያዚያ ፲፯ (አስራ ሰባት)ቀን ፳፻፮ ዓ/ም ኢሳት ዜና :-በመጪው እሁድ በጃንሜዳ ለሚካሄደው የተቃውሞ ሰልፍ የአዲስ አበባ መስተዳድር እውቅና ቢሰጥም ፣ የአዲስ አበባ መስተዳድር ፖሊሶች ህዝቡ በብዛት እንዳይገኝ ለማድረግ የማስፈራሪያ እርምጃ እየወሰዱ መሆኑን የፓርቲው የህዝብ ግንኙነት ሃላፊ ወጣት ብርሃኑ ተክለ ያሬድ ገልጿል።
ወጣት ብርሃኑ እንዳለው የአዲስ አበባ ፖሊስ ኮሚሽነር በሰልፉ ላይ አንድም ነገር ቢከሰት እንዲሁም ከተሰጣችሁ ጊዜ አንድ ማይክሮ ሰከንድ ብታልፉ ሰልፉን እንበትናለን በማለት ለማስፈራራት ሞክረዋል።
ማስፈራሪያውን የሰጡት የፖሊስ አዛዡ በስም ይታወቁ እንዲሆን ጥያቄ የቀረበለት ወጣት ብርሃኑ፣ ኮሚሽነሩ ማንነቱን የሚገልጽ መረጃ በጠረጴዛው ላይ ባለማስቀመጡ ስሙን ለማወቅ እንዳልተቻለ፣ ነገር ግን ቢሮው ውስጥ አብረው የነበሩትን ኮሚሽነር እንደሚያውቃቸው ገልጿል
ቅስቀሳው በጥሩ ሁኔታ እየተካሄደ ና የህዝቡም ማበረታቻ ጥሩ መሆኑን  የገለጸው ወጣት ብርሃኑ ፣ ነገር ግን  በቅስቀሳ ላይ የነበሩ 25 አባሎቻቸው ታስረው እስካሁን አለመፈታታቸውን ገልጿል።
ወጣት ብርሃኑ ሰላማዊ ሰልፍ ማድረግ ግብ ሳይሆን ወደ ቀጣዩ ትግል መሸጋገሪያ መሆኑን ገልጾ ፣ የአዲስ አበባ ህዝብ በነቂስ ወጥቶ ድምጹን ያሰማል ብሎ እንደሚያምን ተናግሯል።
ስቱዲዮ ከመግባታችን በፊት በደረሰን ዜና ደግሞ የሰማያዊ ፓርቲ አመራሮች የሆኑት ሊቀመንበሩ ኢንጂነር ይልቃል ጌትነት፣ ምክትሉ አቶ ስለሺ ፈይሳ እና የህዝብ ግንኙነት ሃላፊው አቶ ብርሃኑ ተክለ ያሬድ በፖሊስ ተይዘው ወደ እስር ቤት ተጉዘዋል። ወደ እስር ቤት እየተጓዙ በነበረበት ወቅት ኢንጂነር ይልቃልን አነጋግረነው ነበር።

ሚያዚያ ፲፯ (አስራ ሰባት)ቀን ፳፻፮ ዓ/ም ኢሳት ዜና :-የደቡብ ሱዳን መንግስት በአራት የቀድሞ ባለስልጣናት ላይ የከፈተውን የአገር ክዳት ወንጀል እንዲቆምመወሰኑን ተከትሎ፣ ባለስልጣኖቹ ከእስር ቤት ወጥተዋል።
የደህንነት ሚኒስትሩ ኦያይ ደንግ አጃክ፤ የድርጅቱ ዋና ጸሃፈ  የነበሩት  ፓጋን  አሞም፤ የመከላከያ ሚኒስትር ማጀክ ደ አጎት አተም እና በአሜረካ የደቡብ ሱዳን አምባሳደር የነበሩት እዝቅኤል ሎል  ከእስር ቤት ሲወጡ በደጋፊዎቻቸው ከፍተኛ አቀባበል ተደርጎላቸዋል።
መንግስት እርምጃው የተወሰደው ለሰላምና አገሩን ለማረጋጋት ሲባል  ብሎአል።
በሬክ ማቻር የሚመራው የደቡብ ሱዳን ተቃዋሚ ቡድን ድርጊቱን በደስታ እንደተቀበለውና ባስቸኳይ የተፈቱት ባለስልጣናት የአዲስ አበባውን ድርድር እንዲቀላቀሉ የሳልቫኪር አስተዳደርን ጠይቋል  ::
ከእስር የተፈቱት ባለስልጣናት በበኩላቸው ፣ በፍርድ ቤት ነጻነታቸው ቢረጋገጥ ኖሮ እንደሚመርጡ ተናግረው፣ አላስፈላጊ የሆነው ጦርነት እንዲቆም ጥረት እንደሚያደርጉም ገልጸዋል።

አቶ ሃይለማርያም ደሳለኝ የመንግስታቸውን የስራ አፈጻጸም ሪፖርት አቀረቡ

በተጨማሪም 2005 ዓ.ምበዓለምገበያየቡናናየወርቅዋጋበከፍተኛደረጃያሽቆለቆለበትዓመትእንደነበርበሌላመልኩአገሪቱከውጪየምታስገባውየነዳጅምርቶችዋጋመጨመርአስቸጋሪ ሁኔታ ፈጥሮ እንደነበርጠቁመዋል፡፡
ከ2003 ዓ.ምጀምሮየተከሰተውንየዋጋንረትለማረጋጋትየተወሰዱእርምጃዎችአሉታዊተጽዕኖንእንዳያስከትሉበ2005 ዓ.ምከፍተኛጥንቃቄመደረጉንያስታወሱትጠ/ሚኃይለማርያምሆኖምጥንቃቄውስላመጣውውጤትሳይጠቅሱአልፈዋል፡፡
በተጨማሪምየትራንስፖርትናሎጀስቲክአገልግሎትንይበልጥቀልጣፋናውጤታማለማድረግሲባልሥራላይየዋለውየመልቲሞዳልሥርዓትበአቅምማነስምክንያትበወጪናበገቢንግድእናበኢኮኖሚእንቅስቃሴላይአሉታዊተጽዕኖፈጥሮየነበረመሆኑንምአምነዋል፡፡በ2006 በጀትዓመትዘጠኝወራትከወጪንግድየተገኘውየቡናኤክስፖርትበ25 በመቶቅናሽማሳየቱንአቶኃይለማርያምጠቅሰውበጠቅላላውየዘጠኝወራቱአፈጻጸምከዕቅዱአንጻርሲመዘንአፈጻጸሙ 63 በመቶያህልብቻመሆኑንአስታውቀዋል፡፡
አቶ ሃይለማርያም ከ5 አመቱ የእድገትና የትራንስፎርሜሽን እቅድ የተወሰኑትን ቀደም ብለው መሳካታቸውን አብዛኞቹን በቀሪው አንድ አመት ውስጥ ተንጠራርተው ሊደርሱባቸው እንደሚችሉና ጥቂቶች ላይ ደግሞ በተቀመጠላቸው  ግብ መሰረት ሊሳኩ  እንደማይችሉ ገልጸዋል። አቶ ሃይለማርያም በ4 አመታት ውስጥ ላማሳካት ያልቻሉዋቸውን አብዛኞቹን እቅዶች እንዴት በአንድ አመት ውስጥ እንደሚያሳኩዋቸው አልተናገሩም።
ብቸኛው የተቃዋሚ የፓርላማ ተወካይ የሆኑት አቶ ግርማ ሰይፉ አይሳኩም የተባሉት ጥቂቶች ፕሮጀክቶች ለምን በዝርዝር አይቀርቡም ሲሉ ጥያቄ አቅርበዋል። አቶ ግርማ ጥሩ እቅድ አቅዶ የአፈጻጸም ድክመት ማሳየት አያስጠይቅም ወይ ሲሉም ጠይቀዋል።

Reeyot Alemu is a budding Ethiopian poet, essayist, and journalist. There are not many Ethiopians of her caliber inside the country. She has been languishing in the famous Ethiopian Prison in Qalliti for almost three years. She was charged of terrorism, a crime she totally abhors. She was sentenced first for eighteen years but later reduced to three.
With the exception of her mother and father, she is not allowed to communicate with anyone, including her sisters, brothers as well as her fiancée.
Reeyot, although constantly in agonizing pain and in need of help, is held in solitary confinement with a very old and sickly foreign woman who herself requires assistance.
Reeyot is suffering from some growth in her breasts. The prison authorities have been reluctant to take her to hospital for medical checkup, even when her parents were prepared to pay the bill. When she became seriously ill she was allowed to see a doctor as a result of which she was taken to the hospital and operated upon. But no sooner had the surgeon finished the operation than she was immediately taken back to prison even before she had fully recovered from the Anastasia.
She now suffers from a relapse on the operated breast and similar growth in her other breast. The prison authorities still demonstrate their reluctance to provide medical treatment even at the expense of her parents.
May God provide the necessary courage to all those institutions and organizations to cry out effectively for this young lady who is suffering at the hands of insensitive prison administration.

Ethiopia’s ‘villagisation’ scheme fails to bear fruit

Residents say government has not delivered on resettlement promise of land, clean water and livestock

The orderly village of Agulodiek in Ethiopia’s western Gambella region stands in stark contrast to Elay, a settlement 5km west of Gambella town, where collapsed straw huts strewn with cracked clay pots lie among a tangle of bushes.

Agulodiek is a patch of land where families gradually gathered of their own accord, while Elay is part of the Ethiopian government’s contentious “villagisation” scheme that ended last year. The plan in Gambella was to relocate almost the entire rural population of the state over three years. Evidence from districts surrounding Gambella town suggest the policy is failing.
Two years ago people from Agulodiek moved to Elay after officials enticed them with promises of land, livestock, clean water, a corn grinder, education and a health clinic. Instead they found dense vegetation they were unable to cultivate. After one year of selling firewood to survive, they walked back home.
“All the promises were empty,” says Apwodho Omot, an ethnic Anuak, sitting in shade at Agulodiek. There is a donor-funded school at the village whose dirt paths are swept clear of debris, and the government built a hand pump in 2004 that still draws water from a borehole. Apwodho’s community says they harvest corn twice a year from fertile land they have cleared. “We don’t know why the government picked Elay,” she says.
Gambella region’s former president Omod Obang Olum reported last year that 35,000 households had voluntarily moved from a target of 45,000. The official objective had been to cluster scattered households to make public service delivery more efficient. Critics such asHuman Rights Watch said the underlying reason was to clear the way for agricultural investors, and that forced evictions overseen by soldiers involved rape and murder. The Ethiopian government refute the allegations.
Last month the London-based law firm Leigh Day & Co began proceedings against the UKDepartment for International Development (DfID) at the high court after a man from Gambella alleged he suffered abuse when the agency supported the resettlement scheme. Since 2006, DfID and other donors have funded a multibillion-dollar programme in Ethiopia that pays the salaries of key regional government workers such as teachers and nurses through the Protection of Basic Services scheme.
A DfID spokesman said: “We will not comment on ongoing legal action, however, the UK has never funded Ethiopia’s resettlement programmes. Our support to the Protection of Basic Services Programme is only used to provide essential services like healthcare, schooling and clean water.”
Karmi, 10km from Gambella town, is a newly expanded community for those resettled along one of the few tarmac roads. Two teachers scrub clothes in plastic tubs on a sticky afternoon. A herd of goats nibble shrubs as purple and orange lizards edge up tree trunks. There is little activity in the village, which has bare pylons towering over it waiting for high-voltage cables to improve Gambella’s patchy electricity supply.
The teachers work in an impressive school built in 2011 with funds from the UN refugee agency. It has a capacity of 245 students for grades one to five – yet the teachers have only a handful of pupils per class. “This is a new village but the people have left,” says Tigist Megersa.
Kolo Cham grows sorghum and corn near the Baro river, a 30-minute walk from his family home at Karmi. The area saw an influx of about 600 people at the height of villagisation, says Kolo, crouching on a tree stump, surrounded only by a group of children with a puppy. Families left when they got hungry and public services weren’t delivered. “They moved one by one so the government didn’t know the number was decreasing,” he says.
The Anuak at Karmi have reason to fear the authorities, particularly Ethiopia’s military. Several give accounts of beatings and arrests by soldiers as they searched for the perpetrators of a nearby March 2012 attack on a bus that killed 19. The insecurity was a key factor in the exodus, according to residents.
As well as the Anuak, who have tended crops near riverbanks in Gambella for more than 200 years, the region is home to cattle-herding Nuer residents, who began migrating from Sudan in the late 19th century. Thousands of settlers from northern Ethiopia also arrived in the 1980s when the highlands suffered a famine. The government blamed the bus attack on Anuak rebels who consider their homeland colonised.
David Pred is the managing director of Inclusive Development International. The charity is representing Gambella residents, who have accused the World Bank of violating its own policies by funding the resettlement programme. An involuntary, abusive, poorly planned and inadequately funded scheme was bound to fail, he says. “It requires immense resources, detailed planning and a process that is truly participatory in order for resettlement to lead to positive development outcomes,” he adds.
Most of flood-prone Gambella, one of Ethiopia’s least developed states, is covered with scrub and grasslands. Inhospitable terrain makes it difficult for villagisation to take root in far-flung places such as Akobo, which borders South Sudan. Akobo is one of the three districts selected for resettlement, according to Kok Choul, who represents the district in the regional council.
In 2009, planners earmarked Akobo for four new schools, clinics, vets, flourmills and water schemes, as well as 76km of road. But the community of about 30,000 has seen no change, says 67-year-old Kok, who has 19 children from four wives. “There is no road to Gambella so there is no development,” he says. One well-placed civil servant explains that funds for services across the region were swallowed by items such as daily allowances for government workers.
A senior regional official says the state ran low on funds for resettlement, leading to delivery failures and cost-cutting. For example, substandard corn grinders soon broke and have not been repaired, he says. The government will continue to try to provide planned services in three districts including Akobo this year and next, according to the official.
However, the programme has transformed lives, with some farmers harvesting three times a year, says Ethiopia’s ambassador to the UK, Berhanu Kebede. The government is addressing the “few cases that are not fully successful”, he says. Service provision is ongoing and being monitored and improved upon if required, according to Kebede.
At Elay, Oman Nygwo, a wiry 40-year-old in cut-off jeans, gives a tour of deserted huts and points to a line of mango trees that mark his old home on the banks of the Baro. He is scathing about the implementation of the scheme but remains in Elay as there is less risk of flooding. There was no violence accompanying these resettlements, Oman says, but “there would be problems if the government tried to move us again”.

Afar Forum condemns killings of innocent civilians

The Afar Forum strongly condemns the indiscriminate and extra judiciary killings of innocent civilians on April 19, 2014 near the Awash city. The federal police of EPRDF/TPLF killed 12 innocent civilian indiscriminately including a pregnant woman who was crying on the dead body of child who gunned down by the brutal federal force. This blatant disregard for human life is the hallmark of the ERPRD/TPLF military force trained to kill rather than to protect. It’s indisputable fact that these kind brutal military actions have previously been reported from all regions throughout Ethiopia. Particularly, the victims of the aggression in Ogaden, Oromia, Gambela, Amhara and the 2005 massacre in Addis Ababa and elsewhere in the country are still fresh in our memories.The Afar Forum strongly condemns the indiscriminate and extra judiciary killings
The statement from the federal police spokesperson Ato Abebe Worku, who even do not know how to pronounce the name and the location where the incident took place, down played and denied the killing of innocent civilians. However, eyewitnesses confirmed the indiscriminate killings of unarmed civilians by the brutal federal police. As a result, the people who live in the area closed the Djibouti –Addis Ababa road to show their frustration, continued harassment and indiscriminate killings of unarmed Afars by the brutal EPRDF/TPLF forces. The government has threatened the civilians from further demonstration in Afar region and warned, those who demonstrate would be convicted as terrorists.
Under the rule of EPRDF/TPLF the Afars are subjected to continued killings and detention for opposing eviction from their ancestral land, displacement from water points along the Awash River, for crossing the Djibouti-Addis Ababa road without causing interruption. Since April 1991 the EPRDF/TPLF forces have killed countless innocent Afars without due process. There is an ongoing displacement of the Afars from the fertile Awash River basin to more hostile areas where there is no water and grazing for their cattle. Attempts by Afar elders from all the five Zones to appeal their situation, lack of justice and due process to the so called federal authorities has fail on deaf ears.
The continued inter ethnic conflict between the Afars and Somali/Issa/Hawiya which is often instigated by the federal forces has claimed hundreds of lives in the last decays and continues to harm both the communities. The EPRDF/TPLF government has totally failed to bring a lasting solution to the conflict and to secure the security and safety to the people of the Afar region.
We call upon the Ethiopian people, political organizations and the international community to condemn the continued incriminated killings of the Afar by EPRDF/TPLF forces and advocate for the right of indigenous Afar people who are endangered nationality within the areas they live.

በበጀት ዓመቱ መጨረሻ በሂሳብ መግለጫ ሪፖርት የተደረገውና በቆጠራ የተገኘው ጥሬ ገንዘብ መካከል በ3 መ/ቤቶች  ማለትም በደብረ ማርቆስና ባህርዳር ዩኒቨርስቲዎች እና አላጌ የግብርና ቴክኒክና ሙያ ትምህርትና ሥልጠና ኮሌጅ ቆጠራው በብር 997 ሺ,412 ከ79 ሳንቲምልዩነት  በማነስ የታየ ሲሆን በአጠቃላይ በ24 መ/ቤተችም የተለያዩ የጥሬ ገንዘብናየባንክ ሂሳብ አያያዝ ድክመቶች እንደሚታዩ በኦዲቱ ተረጋግጧል፡፡
በሚኒስትሮች ምክር ቤት የፋይናንስ አስተዳደር ደንብ ቁጥር 190/2002 አንቀጽ 32 እስከ 35 በተደነገገው መሠረት የሰነድ ሂሳብ በወቅቱ መወራረዱ ሲጣራ በ77 መ/ቤቶች ብ 877 ሚሊዮን 45 ሺ 264 ብር ከ30 ሳንቲም በደንቡ መሠረት በወቅቱ ሳይወራረድ ገኝቷል፡፡
ከዚህ ውዝፍ ተሰብሳቢ ሂሳብ ውስጥ ከፍተኛውን ድርሻ የያዙት በግብርና ሚኒስቴር የግብርና ቴክኒክ ሙያና ትምህርት ስልጠና ማስተባበሪያ  173 ሚሊዮን 607  ሺ 265 ብር ከ52  ሳንቲም፤   ውጭ ጉዳይ ሚ/ር 149 ሚሊዮን 427 ሺ 709 ብር ከ65 ሳንቲም ፤ የትምህርት ሚኒስቴር 100 ሚሊዮን 298 ሺ 362 ብር ከ09 ሳንቲም፤ የሀገር መከላከያ ሚ/ር  97 ሚሊዮን 146 ሺ 944 ብር ከ59 ሳንቲም፤ ግብርና ሚ/ር  77 ሚሊዮን 744 ሺ 994 ብር ከ72 ሳንቲም ፤ጎንደር ዩኒቨርስቲ  32 ሚ ሊዮን153, 328 ብር ከ69 ሳንቲም፤ ደብረብርሃን ዩኒቨርስቲ  26 ሚሊዮን 671 ሺ 151 ሺ 92 እና የመንግስት ግዥና ንብረት ማስወገድ አገልግሎት  22 ሚሊዮን 945 ሺ ,234 ብር ከ57 ሳንቲም ይገኙበታል፡፡
ውዝፍ ተሰብሳቢ ሂሳቡ ሕጉ በሚፈቅደው መሠረት በወቅቱ ካልተወራረደ ወይም ካልተሰበሰበ በቆየ ቁጥር የመሰብሰብና ወደ ሀብትነት የመለወጥ እድሉ ተዳክሞ ለብክነት በር የሚከፍት በመሆኑ መ/ቤቶቹ የፋይናንስ ደንብና መመሪያዎችን ተከትለው ገንዘቡን እንዲሰበስቡ ወይም እንዲያወራርዱ ዋና ኦዲተሩ አሳስበዋል።
የዕቃና አገልግሎት ግዢ በመንግሥት ደንብና መመሪያ መሠረት የተፈፀመ መሆኑን ለማጣራት ኦዲት ሲደረግ፤ በ43መ/ቤቶች ብር 165 ሚሊዮን 892 ሺ 637 ብር ከ56 ሳንቲም የመንግሥትን የግዢ አዋጅ፤ ደንብና መመሪያ ያልተከተለ ግዢ ተፈፅሞተገኝቷል፡፡
ከግዥ አዋጅ፣ ደንብና መመሪያ ውጭ ግዥ የፈፀሙ መ/ቤቶች መካል፤ ባህርዳር ዩኒቨርስቲ  32 ሚሊዮን 061 ሺ 100.ብር፤ጂማ ዩኒቨርስቲ  19 ሚሊዮን 117 ሺ 878 ብር ከ73 ሳንቲም፤ አርባ ምንጭ ዩኒቨርስቲ 18 ሚሊዮን 344 ሺ 467 ብር ከ.23 ሳንቲም፤ ማዕድን ሚ/ር 16 ሚሊዮን 274, ሺ 515 ብር ከ25 ሳንቲም  እና አክሱም ዩኒቨርስቲ  14 ሚሊዮን 168, ሺ 410 ከ69 ሳንቲም  ይገኙበታል።
ካልተከተሏቸው የግዥ ደንብና መመሪያዎች ውስጥ የጨረታ ማስታወቂያ በማውጣት ሊፈፀሙ የሚገባቸውን ግዢዎችያለጨረታ ማስታወቂያ በመግዛት፤ በዋጋ ማወዳደሪያ መፈፀም ያለበትን ግዥ ውድድር ሳይደረግ መፈፀም እና የውስን ጨረታ የግዥ ዘዴ ተግባራዊ የሚሆነው ግልጽ ጨረታ ሁለት ጊዜ ወጥቶ እቃው በሚፈለገው ጥራትናመጠን ካልተገኘ ቢያንስ አምስት አቅራቢዎች በውስን ጨረታ መጋበዝ የሚለውን ሳያሟሉ ግልጽ ጨረታ ያላወጡና በውስን ጨረታው የግዥ ዘዴ በቂ አቅራቢዎች ሳይጋብዙ ግዥን ማከናወን የሚሉት ይገኙበታል፡፡
የግዢ መመሪያን ሳይከተሉ ግዢ መፈፀም ለምዝበራና ለጥራት መጓደል ጭምር የሚያጋልጥ በመሆኑ የመንግሥት ግዢደንብና መመሪያን አክብረው በማይሰሩ መ/ቤቶች ላይ የተጠናከረ እርምጃ ሊወሰድ ይገባል ብሎአል መስሪያ ቤቱ።
ኦዲት በተደረጉት መ/ቤቶች ደንብና መመሪያ ተጠብቆ ክፍያ መፈፀሙ ሲጣራ በ41 መ/ቤቶች 75 ሚሊዮን ,992 ሺ ,434. ብር ከ84 ሳንቲም ከደንብና መመሪያ ውጭ ተከፍሎ ተገኝቷል፡፡
በደንብና መመሪያ ውጪ አለአግባብ ክፍያ ከፈፀሙ መ/ቤቶች መካከል ዋና ዋናዎቹ፣ ሀገር መከላከያ ሚኒስቴር 24 ሚሊዮን  ብር፤ ጎንደር ዩኒቨርስቲ 10 ሚሊዮን,196, ሺ 507 ብር ከ81 ሳንቲም፤ ጅማ ዩኒቨርስቲ  8, ሚሊዮን 605 ሺ 050.ብር ከ51 ሳንቲም፤ መቀሌ ዩኒቨርስቲ  7,ሚሊዮን 190 ሺ ,691 ብር. ድሬዳዋ ዩኒቨርሲቲ 6, ሚሊዮን 62,ሺ 182.ብር ከ75 ሳንቲም እና ሚዛን -ቴፒ ዩኒቨርስቲ 4 ሚሊዮን 956 ሺ ,941 ብር ከ.47 ሳንቲም ነው።
ከምክንያቶቹም መካከል ከሚመለከተው አካል ሳይፈቀድ የትርፍ ሰዓት ክፍያ በመፈፀም፣ ሰራተኞች መስክ ሳይወጡ የውሎአበል በመክፈልና የአልጋና የምግብ ወጪያቸው በመ/ቤቱ ተሸፍኖ እያለ የውሎ
አበልበመክፈልና እና የሲቪል ሰርቪስ ሚኒስቴር ሳይፈቅድ የኃላፊነት አበልና ሌሎች ጥቅማ ጥቅሞችን ለዩኒቨርስቲ የስራአመራሮች ክፍያ መፈፀም፣ መ/ቤቱን ለለቀቁና ሥራ ላይ ለሌሉ ሰራተኞች ክፍያ መፈፀምና በመሳሰሉት ምክንያቶች ወጪ የተደረጉ መሆናቸው በኦዲቱ ተረጋግጧል፡፡
በመሆኑም ከደንብና መመሪያ ውጪ ያለአግባብ የተከፈለው ሂሳብ ተመላሽ እንዲሆንና ለወደፊቱም ደንብናመመሪያዎች ተከብረው መስራት እንዳለበት ኦዲት ለተደረጉት መ/ቤቶች ማሳሰቡን መስሪያ ቤቱ አስታውቋል።
